Creation of an integrated drug information system. Analysis of information, needs and resources.

The GAP Toolkit Module 1 was produced with the support of the United Nations Office on Drugs and Crime as part of the activities of the Global Program for Estimating Drug Abuse (GAP). The main purpose of the GAP is to help countries collect reliable and internationally comparable data on drug abuse, build local capacity to collect data that can guide demand reduction efforts and help improve national, regional and global reporting mechanisms on drug trends. Module 1 of the GAP Toolkit has been prepared to assist Member States of the United Nations in establishing culturally appropriate and appropriate drug information systems, to ensure that existing drug information systems are in line with internationally recognized good practice, and to focus on harmonization of indicators related to drug abuse. This chapter of the Toolkit provides guidance on building a network, identifying data sources, creating a database, and writing reports. In addition, after considering all database issues, the advantages and disadvantages of each data element and approach are outlined. The establishment of a drug information system should be guided by an initial assessment of the information available and its availability, the ability to use human resources and infrastructure to ensure the functioning of the system; it is necessary to determine the purpose, nature, scope and structure of the primary network. Guidance on how to carry out such an initial assessment is provided in Part Two of Module 1 of the GPE Toolkit «Analysis of Information, Needs and Resources». The results of the analysis will serve as a guide for the reader in determining the input information available and the resources needed to build his/her information system.
