In accordance with the information provided in the summary to the State program "Combating Illicit Drug Trafficking", approved by the Government of the Russian Federation on 04.15.2014, although medical care provisions for drug addicts are available, effectiveness of nationwide efforts to curb illegal drug use remains inadequate. According to the Russian federal statistical data for 2012, the number of drug addicts staying in remission from 1 to 2 years was 8.8% and only 2.3% were withdrawn from clinical supervision due to the lasting five year remission. Data, provided by the developers of the subprogram №3 "Comprehensive rehabilitation and re-socialization of people using drugs and psychotropic substances for non-medical purposes", under the State program "Combating Illicit Drug Trafficking", show, that in 2012 our country had 3 state medical rehabilitation centers – independent institutions with 130 rehabilitation beds deployed. Furthermore, there were 8 more rehabilitation centers, based on specialized (Substance Abuse and Mental) clinics and 85 rehabilitation departments with the number of available beds totaling up to only 2111. Most of the existing drug treatment facilities in Russia provide patients only with detox services, which is clearly insufficient to achieve lasting abstinence. At the same time improving the state of mental health of the population through improved access to quality rehabilitation care, the establishment of social support to assist persons suffering from socially significant diseases, are the goals of the state healthcare policy of the Russian Federation as defined by the Federal Law №323 of 21.11.2011 "On the principles of health protection of citizens of the Russian Federation", the State Programme for the Development of the Russian Federation Healthcare System (Russian Federation Government Decree №2511-p of 24.12.2012) and the Concept of Healthcare Development in the Russian Federation for the Period up to 2020 (Decree of the Government of the Russian Federation №1662 from 17.11.2008). Development and implementation of innovative social rehabilitation programs for drug addicts is a task of paramount importance, considering the growth of consumption of so-called "synthetic", "designer" drugs. They have a pronounced psychotropic effect and contribute to the development of severe mental disorders and somatic pathology. Obviously, this type of program should be based on the results of the state of the art socio-psychological and anthropological research, the international scientifically justified implementation experiences, proven effectiveness and prevention of the destructive impact on mental and social status of the rehabilitated persons. Author investigates historical, psychological and psychiatric, cultural, sociological and geopolitical aspects of the neopentecostals phenomenon, a religious movement boasting the status of Russia’s most successful project for implementation of socially oriented programs in the rehabilitation and re-socialization context for people using drugs and psychotropic substances for non-medical purposes.
