Аннотация:
Aim. The study aims to analyze the application of the Regulation on cooperation between the state narcological (addiction treatment) services and organizations providing social rehabilitation services for persons with dependence on psychoactive substances.
Methods. A questionnaire has been prepared to collect information on those organizations providing social rehabilitation services for persons who use psychoactive substances that interact with medical organizations providing medical care in the field of addiction psychiatry. Following the questionnaire, a survey of the chief narcologists of 85 federal subjects of the Russian Federation was conducted. The information obtained was consolidated and statistically processed.
Results. It has been found that in 73 federal subjects of the Russian Federation, the narcological services maintain constructive relations with the non-state sector. In these regions, persons with dependence on psychoactive substances receive both medical care and social rehabilitation. Cooperation includes the state narcological services, non-governmental social rehabilitation services, and regional anti-drug commissions. The conclusion of a contract between the medical organization and rehabilitation center plays an important role in building relations between them. The contract and the Regulation on cooperation address many problems that have previously arisen in the non-governmental sector. The number of social rehabilitation organizations has increased since 2016 and remained stable in 2019–2020.
Conclusions. The Regulation on cooperation between medical organizations and social rehabilitation centers created in 2016 is an adequate tool for regulating intersectoral interaction. It allows maintaining the comprehensiveness of care provided to persons with dependence on psychoactive substances. This complex includes diagnostics, treatment, medical rehabilitation in medical organizations and medical support during social rehabilitation, as well as providing comprehensive information to patients.
