As psychoactive substances under the control of international conventions, opioid drugs have always been subject to special regulation. A large number of studies carried out by experts working under the auspices of international organizations such as WHO and INCB have revealed fundamental difficulties in terms of access to opioid drugs and related health care. In response to a proposal from the Swiss Federal Office of Public Health, the Pompidou Group commissioned a group of experts to examine the impact of legislation and regulations developed over the past several years on access and quality of treatment for opioid dependence syndrome. The aim of the project was to provide guidance to legislative and administrative authorities in the form of guidelines that would enable them to amend their national regulations governing the administration of opioid receptor agonists to people suffering from the disease. The experts used two main sources in their work: the first – international recommendations based on the results of scientific research and best practices, and the second – the most recent trends in the implementation of fundamental human rights related to health. Based on research findings, experts from the Pompidou Group analyzed legal provisions that impede access to health care; examined the necessary appropriate measures covering such diverse areas as certification and control of medicines, training and supervision of health workers, research and epidemiology, as well as monitoring of the health system at the national level and the necessary coordination at the international level.
