This document contains the report of the sixty-fourth session of the Commission on Narcotic Drugs, held from 12 to 16 April 2021.
During the session, the Commission considered the following topics: strategic management issues, budgetary and administrative issues; implementation of the international drug control treaties; follow-up to the implementation at the national, regional and international levels of all commitments to address and combat the world drug problem, as reflected in the 2019 Ministerial Declaration; inter-agency cooperation and coordination of efforts to address and combat the world drug problem; recommendations of the subsidiary bodies of the Commission; and issues of relevance to the work of the Economic and Social Council, including the review, implementation and follow-up of the 2030 Agenda for Sustainable Development.
The Commission decided to include isotonitazene in Schedule I of the Single Convention on Narcotic Drugs, 1961, as amended by the 1972 Protocol. The Commission also decided to include CUMYL-PEGACLONE, MDMB-4en-PINACA, 3-methoxyphencyclidine and diphenidine in Schedule II of the 1971 Convention on Psychotropic Substances. The Commission further decided to include clonazole, diclazepam and flubromazole in Schedule IV of the 1971 Convention.
The Commission recommended the following decisions for the Economic and Social Council for adoption: "Report of the Commission on Narcotic Drugs on its sixty-fourth session and provisional agenda for its sixty-fifth session" and "Report of the International Narcotics Control Board".
The Commission adopted Resolution 64/1, a statement on the impact of the coronavirus disease (COVID-19) pandemic to fulfill the joint commitments of Member States to tackle and combat the world drug problem in all its aspects, which was presented by the Chairperson of the Commission to the Chairperson of the Economic and Social Council as a thematic material for the high-level political forum on sustainable development to be held in 2021. The Commission also adopted resolution 64/2, entitled "Promoting alternative development as a development-oriented drug control strategy, while taking into account the coronavirus disease (COVID-19) pandemic and its aftermath"; resolution 64/3, entitled "Promoting the provision of evidence-based, quality, affordable and comprehensive drug treatment services for prevention, treatment, sustainable recovery and related support"; resolution 64/4, entitled "Improving the collection of data on the harmful effects of the non-medical use of drugs containing narcotic drugs, psychotropic or new psychoactive substances, and approaches to overcome them"; and resolution 64/5, entitled "Facilitating access to comprehensive, evidence-based drug demand reduction services and related forms of assistance, including for socially marginalized persons".
