The mission of the United Nations Office on Drugs and Crime (UNODC) is to promote global peace and security, respect for human rights and development, and to that end, keep the world safe from drugs, crime, corruption and terrorism, acting in the best interests of member states. and with them to ensure justice and the rule of law and build resilient societies.
As the world changes and new challenges and opportunities arise, this strategy aims to enable UNODC to harness its unique strengths to fulfill this mission. What distinguishes UNODC from other bodies operating in the same area is the important and complementary mandates of the Office: it is responsible for monitoring compliance with international conventions and serving as the secretariat for global policymakers; conducting in-depth research and policy analysis; and a combination of global expertise and a broad field presence to provide specialized assistance to Member States. Enhanced coordination and integration within UNODC will ensure an environment in which normative work, research and technical assistance are mutually reinforcing and complementary, facilitating the rapid identification of emerging trends and threats, the development of responses needed to address them and the exchange of such knowledge, and their application in practice to provide support to States.
UNODC’s mandates cover areas related to transnational organized crime, criminal justice, anti-corruption, drug control and terrorism. This enables the Office to find integrated solutions to the interrelated problems faced by Member States. Strong institutions based on the principles of integrity and accountability will ensure effective responses and access to justice. In addition, effective institutions also play a key role in ensuring a balanced solution to the drug problem. The Office helps ensure that efforts to combat crime, corruption, terrorism and drugs are coordinated across borders, making it easier for us to exercise our shared responsibility to tackle these problems.
It is in this context that UNODC is adopting this five-year strategy, which explains how UNODC will improve and scale up its services and what methods will be used to do so. The strategy underlines our commitment to human rights, gender equality and the empowerment of women, as well as protecting children and harnessing the transformative energies of youth. The strategy enshrines a person-centered approach to ensuring a sustainable trend towards improving the living conditions of the most vulnerable segments of the population, including persons with disabilities.
Increased use of partnerships with a wider range of stakeholders will be key to successfully implementing this strategy. It will also be important to ensure effective communication within the Organization to improve cross-fertilization of the thematic areas, as well as outside it to demonstrate the effectiveness of our work.
To implement and operationalize this strategy, UNODC will review and adjust its internal structures, systems and processes so that we can harness the full potential of our staff to meet the rapidly changing needs of Member States. We will innovate, innovate and build an organizational culture based on trust, respect and accountability.
