The GAP Toolkit Module 1 was produced with the support of the United Nations Office on Drugs and Crime as part of the activities of the Global Program for Estimating Drug Abuse (GAP). The main purpose of the GAP is to help countries collect reliable and internationally comparable data on drug abuse, build local capacity to collect data that can guide demand reduction efforts and help improve national, regional and global reporting mechanisms on drug trends. Module 1 of the GAP Toolkit has been prepared to assist Member States of the United Nations in establishing culturally appropriate and appropriate drug information systems, to ensure that existing drug information systems are in line with internationally recognized good practice, and to focus on harmonization of indicators related to drug abuse.
The first part of the GAP Toolkit module analyzes the importance of an integrated drug information system and describes the components of such a system. Before proceeding with the establishment of such a system, it is necessary to review the information and resources available. This will help the user of the Toolkit to assess the availability of data for his/her region and, based on this assessment, begin planning an integrated drug information system; will ensure the most efficient use of available resources and information and hence a more efficient and effective drug data collection system. Guidance on how to carry out such an initial assessment is contained in Part Two of Module 1 of the GPE Toolkit, Analyzing Information, Needs and Resources. Based on the results of this analysis, guidelines are provided on how to set up a local network and data communication system; master data sources and create a database; develop reporting formats and data dissemination systems.
