Global Drug Abuse Assessment Program. Guidelines for assessing the use of drug treatment

This toolkit has been developed by the United Nations Office on Drugs and Crime in collaboration with the European Monitoring Center for Drugs and Drug Addiction and experts from other international organizations and national drug information systems to assist countries in strengthening their drug information systems. This module, which was also developed taking into account the Pompidou/EMCDDA General Protocol on Treatment Admissions, provides specific guidelines for drug treatment professionals and practitioners on the establishment and operation of treatment application data collection systems. The purpose of this document is to improve common standards for data collection and monitoring. This will allow for a more coherent approach around the world, a clearer picture of trends in the drug situation and easier comparative analysis. The evidence we collect will enhance our ability to assess drug treatment needs and respond accordingly with effective demand reduction programs and projects. This document has been prepared thanks to the common interest of the European Monitoring Center for Drugs and Drug Addiction and the United Nations Office on Drugs and Crime, which have been commissioned by the respective Member States and governing bodies to collect and analyze information on the drug problem. We hope that this joint project will improve the effectiveness of the analysis of the drug situation and help identify effective approaches to the problems of drug treatment and rehabilitation.
