Each year, the first chapter of the annual report focuses on a specific topic and is intended to contribute to the national and international debate on drug policy. Chapter I of the Board’s current report is devoted to an analysis of the trend towards the legalization of cannabis consumption. This topic is especially relevant now, since in recent years more and more states have been pursuing a policy aimed at allowing the use of cannabis not only for medical and scientific purposes, but also for other purposes. Chapter I describes the challenges facing governments and society and provides a brief overview of developments in cannabis use and control, and the various models used to justify the non-medical use of cannabis. We analyzed various policy approaches from a legal perspective, based on the provisions of the drug control conventions, and concluded that under certain conditions, approaches such as decriminalization and depenalization can be considered consistent with the conventions. The conventions enshrine the principle of proportionality, providing for the use of alternatives to punishment for certain offences. The legalization of the supply and use of cannabis for non-medical and non-scientific purposes is contrary to the provisions of the conventions.
