From time to time, there are cases caused by road traffic accidents when the drivers of vehicles cannot pass an alcoholic intoxication examination because of health reasons (due to the development of life-threatening conditions), i.e. an examination conducted at the scene of the accident by the traffic police, or they cannot go for a medical intoxication examination in a health care institution licensed to carry out medical services, involving the performance of work (provision of services) for a medical intoxication examination (alcoholic, narcotic or other toxic types), including, and most often in the territory of the Tula region, Tula Regional Narcological Dispensary No. 1.
